As of 4 a.m., Hurricane Harvey, which downgraded to a Category 2 storm overnight, was moving slowly inland over south Texas. Catastrophic flooding is expected over the next few days due to the heavy rainfall, the National Hurricane Center said. Harvey’s winds have decreased to nearly 100 mph and the hurricane will continue to weaken and is likely to become a tropical storm later Saturday.
It is located about 30 miles southwest of Victoria and moving northwest at 6 mph. The hurricane is expected to move slowly over southeast Texas for the next couple of days. Forecasters predict more than 40 inches of isolated rainfall in parts of the middle and upper Texas coast through Wednesday.

Gov. Greg Abbott asked President Trump Friday for a presidential disaster declaration, which would allow federal money to flow to areas heavily damaged by Hurricane Harvey.
“This is going to be a major disaster,” Abbott said after a briefing from emergency officials at the Texas Department of Public Safety. “My goal is to make it through this storm in a way that we lose no lives.”
